You should check with Brønnøysund municipality before you start the build. You may well get permission if you can package it in a nice wrappingAll motorized traffic outside habitable areas are regulated by law. The main principles are that recreational use of motorized vehicles are generally prohibited, but may be permitted if certain conditions are met. Any such use requires permission from the property owner, but a property owner cannot alone give you permission to ride your snowmobile on his land - due to the general prohibition.
In Finnmark and Nord-Troms counties, recreational use of motorized vehicles are permitted on tracks and frozen lakes.
The current goverment has currently allowed 100 municipalities to establish tracks and test recreational use of snowmobiles.
